Files not visible and inaccessible in Media and files field

I've uploaded an html file to a database page, and there isn't even an indication it exists unless you double click the cell, and there seems to be no way to download it.

I've seen this existing bug report:

I don't understand why it can't be fixed for every file type, or even files with no file extension whatsoever. In fact, we wanted to use it for files just like that.

Am I missing something obvious here?

We have the same issue as well - the expectation is that files and media should be able to allow us to label the file and make it visible to the user looking at the live database page.
