I managed to align Hebrew text to the right in a page, but could not do so in a child page (both How-to and Blank).
In child pages, the alignment tool in the tool bar is not enabled, and changing the writing direction by right-clicking the text is impossible:

Thank you for your reply! RTL languages are also not available on Jira cloud, unfortunately. I found on the Confluence ticket above a version linked for Jira. I'll share that below:

Thanks for getting back to me on that issue.
Unfortunately, I've already visited JRACLOUD-15355 and I didn't found any helpful tips to how I can switch LTR on the clouded Jira softwear.
BTW typing here and combining CTRL+SHIFT does the trick like it should..

The right-align feature you found is to right-align text to the side of the page, but it won't change the writing direction, as you've discovered.
I'm aware of the following feature request to include RTL functionality in Confluence Cloud:
In the meantime, you may be able to find a browser add-on that allows you to force RTL text; I've seen a few that exist for Chrome and Firefox for example, but I haven't tested them personally.
You can place a vote on the feature request, as this will help show the development team how in-demand this feature is.
