Please advise how to get out of the following situation. We have documentation on the project in Confluence. Our team has access and we pay for them. The customer does not have such access. How can I give the customer access to the documentation in Confluence for viewing and commenting on it?
We have to enable public access for confluence and allow them to view/comment. Please go through the KB link which has the steps to setup same https://support.atlassian.com/confluence-cloud/docs/set-up-public-access/

To add to above, after enabling public access you can go to that particular space permissions and enable the relevant access. In your case view and comment like this
