When parked on a page, every few seconds Confluence pulses the "Create+" button. It is distracting while I'm reading. How do I make Confluence stop doing that and just sit quietly?
Interesting, I've never experienced the flashes (but I've customized the top bar so the + Create button is white :) )
Anyway, if you want to hide Confluence 'roadside furniture', you can use an app that creates a 'skin' over your site or a dedicated site just for reading the content (Scroll Viewport, Spacecraft, Karma, Aura, Mantra, Refined...). Some are actually free.

while I'm unsure what might trigger the "Create+" button behavior you described, I'd suggest reading the page in presenter mode to ensure distraction-free.
Otherwise, collapsing the sidebar usually works well for my reading experience as well
