The alternative is to create users as normal, but the problem with that? It sends users an e-mail with a link to set a password, an unnecessary confusion if we're asking users to login via Google Apps.
So how do I either 1.) avoid sending an invite to users upon user creation, or 2.) import my google apps user directory?

To use Google Apps in Cloud, the first thing you need is to have a specific domain and be the administrator. The administrator must have a local account with the same username/email as Gmail.
Once done that, you connect that Gapps domain as per this documentation:

After setting this up, any user with email in that domain will be able to access the instance. They won't receive an invitation (1) and a new login option will appear in the login page. They can use it to log in via Google Apps and once done a local user will be created, connected to that user (2).
