I want to create buttons, dropdowns inside a existing page in confluence without using macros and templates, Is this possible? If possible means how to do?

I can second what @bill_bailey said, the only other option I can think of is to develop your own extension for Confluence. If you don’t shy away from some code, I recommend to check out Atlassian Forge.

Since you are on Cloud, I cannot think of a way. Even if you were on server, you probably need to create a user macro.
