I need to be able to set up a couple of my users as Confluence Admins but not Jira Admin. Every time I set them us as a Confluence Admin, they also get Admin access to Jira. Is there a way to create separate admin groups in Confluence than those in Jira?

Yes, you should be able to configure your groups so you can be an admin only in Jira and not confluence.
Example:
This user is a Jira administrator, but not an admin for confluence
This user is a confluence admin, but no a Jira admin

I think that is the problem. I don't have a Confluence_administrators group.
