Confluence page keeps reloading every few seconds

How can I either fix the reloading or delete the page? I can't access the page menu.

You can't access the page menu due to restrictions or because of the constant refresh?

If due to the refresh, try pressing E (hot key for editing) as soon as the page loads. Once in editing, make your modifications to fix or delete everything then publish.
