How do I limit a Policy rule to apply only to guest accounts (Export)

It's quite simple really. I want to restrict guest accounts from being able to export pages to Word/PDF, but not our internal users. I have applied this as a Policy with the new Data Security Polices tool, but it's not letting me set any conditions.

I'm sure there are many policies Admins would like to apply globally, but not always.

@Scott Windus That is a very valid use case but I think at the moment the security policies  can only be enforced on space level (only available in Early Access Program) or product level specified in the policy coverage and it is not possible to do it based on groups or users.
