We have raised an internal issue to bring together multiple teams to investigate this. Currently this is an on going process as we were just made aware. I recommend that you watch the bug. So you are notified when our Development Team makes any updates to this bug.
Currently, I don't have much of an update on this. However, once we do have more information it'll be provided through the bug. Please let me know if you have any questions about this!

I tried this on my instance, and Copy Page worked fine. As first steps, I'd suggest...
If it's consistently not working, or the reason for an inconsistency isn't clear, I'd suggest contacting Atlassian via https://support.atlassian.com/
