On migration, the person who migrates the confluence server to cloud confluence needs admin privileges for both server and cloud or it is not necessary?
If we can migrate without admin privileges for both server and cloud, could tell us how it could be done?

Hope you are doing good!!
You would need Confluence Administrator access in Server and Site Admin access in Cloud in order to migrate the data from server to cloud for CCMA. I don't think so you can migrate without admin privileges.
