I'm searching for a user which have permission on every single page on our Atlassian.
Doesn't matter if the page is only approved for some special people or not.
or can I change the global permission for my administrators that they can see every single page.

There is no global "see all" permission, you would have to go through the space permissions for every space and make sure an account has "use" access, and then check the "restricted pages" for each space as well to see if they might be restricted there.

can do that.
The Problem is we are working in a cloud so there is no confluence-administrators

Atlassian have just released Confluence Cloud Premium that includes additional permission features, including temporary access to all restricted pages.
