How can I track when and who made which changes in excel format with some formulas.
So far I have tried Excellentable (but it does not support who made changes), Elements spreadsheet (it does not allow version comparison).

Excellentable does make track who made the changes, with timestamps in the version history (example image below).

I did notice version history, but you cannot track who made which changes if people simultaneously change the document?

Yes, Version history in Excellentable is somewhat similar to Confluence. Multiple people can edit at the same time, but a new version is marked only when someone publishes (or saves) the spreadsheet, and marked against the person who saved the document.

I can't tell you if any other excel like table is able to do this. Definitely not in Confluence ootb, that why you already looking into marketplace apps.
Could be a suggestion to reach out to the developers of the apps you are trying and see if this in on their backlog or they might see if this is a feature that they can offer in the future.
