It looks like the encoding on your database may have been switched up recently?

Did you recently move to a new database arcetecture? Did you make any changes before you started seeing this issue?
The outsourced agency claims they used the Confluence API to update LDAP/SSO functionality and therefore did not touch the database. Are there API calls that would have changed the encoding?

Found the culprit in some custom XML that had the wrong character encoding. Thanks for the pointer Daniel!

@Dee Elling - I know this was 3 years ago, but any chance you would be able to elaborate on where you had custom XML with the incorrect encoding on it? We are still dealing with these  characters and have exhausted a lot of paths trying to figure out what is wrong with our set-up.
Any help would be greatly appreciated. Thanks!
