Is there some way for me to see how many pages are created and submitted, and how many users are active, over a given period of time?

The Site-Admins administration page will let you pull a CSV of users and their last log on dates, which you can use to draft up a activity report. 

As for pages created/submitted and activity for them you would have to find something 3rd party to handle that as Confluence doesnt have that functionality out of the box. It does however let you navigate to a specific page and view its "Page Information" which contains Recent changes with timestamps....so you may be able to whip something up using the Confluence API.
