Trying to launch my knowledge base so that anyone can see. Trying to create an alias name, seen somewhere that cloud version I can't do this. How do I test to see if my knowledge base is active to the public, how do I see my tree structure? Why are there out-dated articles on the forum that I waste my time and spinning my wheels reading and trying to accomplish. I'm very frustrated with this product.
Not sure what you mean by alias. If you are talking about custom domains for Cloud, that is not currently possibe, but is coming (after a 10 year wait). See CLOUD-6999
On public visibiltiy, you do need to change your permissions:
Assigning permissions for anonymous access
Anonymous access, for all intents and purposes, means public access. It's a feature that is disabled by default, and must first be turned on for the whole site by a Confluence admin or a site admin. Learn more about anonymous access
Once anonymous access is enabled, you'll be able to change the permissions for anonymous users.

If you want to see the page tree structure of a particular space, you can find it on the right panel. Page tree is at the space level and not at the site level.
If you like to display a page tree on a particular page, for example home page, you can use the macro. See link.

You can see the knowledge base on the portal. If you have "Browse project" permission, the knowledge base is viewable, too.
What exactly do you try to achieve with the alias name?
The tree structure in the knowledge base doesn't depend on the Confluence structure.
You can add your own categories in Jira Service Management and assign the articles to these categories.
