Hello,
I would love to know if it is possible to open view permission for a specific page but only for one particular page so that the same person to whom I open the permission can view only one page within the space and not be able to see other pages that exist in the spice?
For example, I have 1 space that contains 10 pages and I want a specific person to see only page number 9.

In order to see a page in a space the user will need to have access to the space. If you would like to lock down pages you will need to apply page restrictions to all the pages that you do not want individuals to see. Page restrictions are inherited by child pages so depending on how you structure the space you might only have to apply it to a couple of pages. https://support.atlassian.com/confluence-cloud/docs/add-or-remove-page-restrictions/
Depending on if you can share the content publicly you could use a public link https://support.atlassian.com/confluence-cloud/docs/share-content-externally-with-public-links/
Yeah, it is possible.
You can restrict the page viewing with page restrictions.
