I want to create a second new license with Atlassian.
On one license, I use the trio: JIRA Cloud, JIRA service desk and Confluence Cloud.
I would like to do the same on the second new license.
My idea is to split them into a Technical Space (using the trio of products) and Non-Technical Space (using the same trio of products) so that I can separate development-related projects onto the former and the rest on the latter.
How can I move all the technical JIRA projects and technical Confluence documents from the now common one to under this new licensed space to be dedicated to the Development Team?

I am not on the Jira or Confluence teams but I will try to help.
You could create multiple Spaces within Confluence to group content that way and save yourself a license, although this won't solve your problem of grouping projects.
If you really want to have another instance with Jira Core, JSD and Confluence then you can move Issues between Jira instances using Export and Import:

And you can export a Space and import into another instance:
