We are currently not being able to add new macro to template pages nor be able to edit existing macro in the template page.
Hopefully you will able to replicate the issue and be able to help with this issue.

A number of people have had this issue with this in the last 24 hours. I created a ticket with Atlassian to have it looked at and will add your question as a comment there as further evidence.
