User can't receive notification

Hello,

One of our users can't receive the email notification, and another user can receive the email but sometime can't.

I have checked that they are in the list of  the "Page" and "Space" screen of "Manage Watchers". But when I add or change the content, those two users can't receive the email notification. 

What or where should I check for the notification permission setting?

Thank you for your reply. However, I still have one question.

I add one user into the "Page" screen of "Manage Watchers". But she still can't receive the email if anyone updated the page. (The user has never modified the page.)
