When creating a Confluence space I can not see an active project to select

I am in the process of creating a Confluence space for an active project in Jira.  My project in Jira is called "Enterprise Data Management".  In Confluence, when creating the space, this project is not in the dropdown selection and can not figure out why.  If I go into the project settings and Features the pages feature is turned on.  Could you any assistance.

Actually I found a way around this by going into the Jira project and creating the space from there.  I still would like to know why I was not able to select the project from Confluence.

Even after creating this space I am unable to see the link in Jira when I link an issue from confluence.
