Who should I ask to add new URL to the allowlist?

I would like to share a new URL by "create shared link" function, however the error message popped out " You cannot share a link to this site. Ask your admin to add it to the allowlist". 

Who should I ask to add new URL to the allowlist? Thank you !

Thanks for the info. 

It is not easy to contact with specific administrator cause we have default access by group clustering. However, I found alternative solution to use " Blank Page" instead of  " Shared Link".

Welcome to Atlassian community.

You should be checking with your space admins. Basically check with whoever provided you the user access to confluence.
