Why does "create issue" in confluence only works from the second issue on a page?

When I use confluence to take notes and afterwards mark them to create Jira issues, since a while the first issue on a page will be created, but not shown in the confluence page. It works with the second and ongoing.

Seems like a bug?

It does seem like a bug.

How are you creating multiple Jira issues at once?
