Why is the list of users empty when I have many users on our account?

When I try to show another user's profile pic, the list of users is empty, but I definitively do have more than one user on Confluence.

Hey @Noah Tsutsui 

You may need to ask Atlassian to perform a reindex on your Cloud instance. 

Based on a few similar community questions and the troubleshooting article provided below indexing could be a part of the issue here. 

Unable to @ mention certain users in Confluence
