We have a Jira premium and JSM premium subscriptions, but only Confluence standard subscription, does that means I can only create sandbox for Jira and JSM but not for Confluence?

yes, I confirm that you are able to create a sandobox for JIRA/JSM but not for confluence. Just premium plans have sandabox feature.

Depending on what you need to test, a solution could be to create a free Confluence site.
You can't test premission related things and it's limited to 10 people but it may be good enough for some testing scenarios.
