how do I add a normal user as a admin in confluence what are the step by steps the documentation isnt helping at all

Go to user administration, find the user and add them to one of the groups you have set up for administrative access. 

You can see the list of admin groups under Admin -> Global permissions (it's usually just "confluence-administrators", but you should check)

You must be an administrator yourself to add this user.
