link for confluence says not permitted

I Can access jira normally but when i try to access a confluence page that I'm admin in, it says not permitted

Are you able to access other pages in the same Confluence space, or pages in other Confluence spaces?

If you can access other pages in the same or other spaces then it is possible the specific page or a page under which it is nested has a Restriction added to it. Or if you can't access any pages in the space then your permissions to the space may have been changed.

You will need to contact the administrators of your Confluence instance to report the problem so that they can review the permissions for the page and space.

I can't access any of the pages of confluence even if it's public, so whom should I contact to solve the issue ?

You will have to contact the administrators of that Confluence instance to get help accessing it 

We are a community of users of our own instances with no access to the one you are trying to access. We won't be able to tell you the specific person to contact 

I suggest you start by contacting the person who told you to access the system originally.

What is the exact error that you get?

Are you a licensed user of Jira that has the same base URL? If so, try accessing the Confluence instance through a browser where you are not already logged in to the Jira instance. I have seen reports that if you are logged into one product as a licensed user then trying to access Public content in another product on the same site as an unlicensed user is not possible
