why are my links displaying differently to the public than they do internally?

When I write a page, I add links, displaying them in the "Inline" format.  As I'm editing the page, they appear correct.  However, when they display to the public, they appear as the URL version.  This is UGLY and TERRIBLE.  Do I have to update ALL my links everywhere?  I thought they were supposed to display as formatted... I mean, that makes sense.  What am I doing wrong? 

Please assist!  Thank you!

Could you add some screenshots here as example?

Also, it would be good to know if you're using the Legacy editor or the new Cloud editor.

By public do you mean after you publish?  Or when another person outside your org views the page?

Is it all links or just newly created?

I tried reproducing on my instance, but was unable to.
