I am trying to evaluate if Jira Product Discovery can be also used an Ideas Portal by end users where end users ( folks outside my org and will most likely not have an Atlassian account) can create ideas, upvote and add comments.
Is that possible with the current offering?

You can add anyone to your site, without giving them product access (hence, no license), and they'll be considered as contributors.
Contributors can create ideas, upvote, add comments and insights.
It indeed means they need to create an atlassian account, but that's free, and that's just an email and a password, so it's quite a regular way of authentification.
However, if you aren't willing to add users to your site, or you want these users to remain anonymous, the option you have is to publish views, that can be accessed by anyone, without the need of a login.
But in this case, the users don't have the option to create ideas, vote or comments, they can only see the view andthe ideas in it - that's actually the experience you have when you access our public roadmap, viathe link @Amanda Barber shared!
We wil explore more collaboration with externals as part of the feedback and insight stream of work - so as you see, it is likely going to be later on our roadmap.

I wonder if that might be part of their wonderings phase around insights and feedback. I wish they had it though since that was a feature I really liked in Pendo Feedback!

I agree. In our evaluation of different product management tools like Aha!, Product Board etc., one key deciding factor has been if our end users can get visibility to their ideas, upvote others without needing a license for the tool. Probably more important for enterprise products.
