I am running into some strange behavior out of our JSM Operations on-call rotations. When an alert comes in, all members of the team are being sent app pushes for the alert even if they are not the active on-call. This is also happening for email alert notifications.
Call/SMS is working as expected (only calling the active on-call).
For now, I have had my users disable app pushes and email notifications, but I would like to know if this is expected behavior, and if not, how to fix this.

I would check the operations escalation policy, possibly it's set to notify all members
That's not the case. The escalation policy is "Notify members of on-call schedule", followed by "Notify next member on rotation in on-call schedule" after 15 minutes.
The strange part is that calls are only going to the current on-call, but the app pushes are going to everyone on the team.
