We have a number of people who submit requests via the backend system by using the Create button when logged in to an applications. We NEED all employees to submit requests via the Portal only.
Has anyone ever found a way to block access to the Create button?

First of all I would remove from the browse project permission these users (if and only if they are NOT the agents). And then I would add all the above users as customers.
You have to specify if these people you are referring to are agents or simple jira users. If they are the latter, then the above solution will work.

That's kind of the struggle here. I just want to remove the button altogether since the users could be agents as well. Ideally, I want to have an option to remove the option. By having this button active it completely eliminates the point of specific request/issue types for particular requests.
