This is very maintenance-unfriendly as the list of users must be maintained manually
I am looking for an automation in which a comment is created and all users from a JIRA group or project role are automatically added.
Is there a possible solution to this problem?

Does the list of "responsible users" vary from Request to Request or is it the same for one project?
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Then I suggest using an automation rule, that adds that group of people as watchers on high prio (or whatever condition) issues.
You just need to make sure that Watchers are notified on Comments in your notification Scheme.
It would be more elegant using a Project Role to "group" the users, but you could only use that Role on all issues and not just on some (e.g. high prio).
In Cloud, you could use a "Team" in an @mention and therefore notify them all manually. I see you are still on Server. Have you already considered moving to DC or Cloud?
