So I got this question and can't find the answer to that. Are there any permissions I can adjust to allow them to self-govern in this field?
The creator of the issue can share a ticket with anyone and has the ability to remove any request participant. The request participant can do that as well.
But there are no permissions other than than described in the project settings -> customer permissions and these https://YOUDOMAIN.atlassian.net/jira/settings/products/jira-service-management-configuration
Depend how looks your settings in "Customer permissions" tab in project setting. When Customer is allowed to share request with someone he/she can add and remove participants.
