What could be an issue if a customer on a project opens a ticket in portal and tries to add some users to the Request participants but can not find them in the list. A reporter is a part of a specific Customer organization.
In this case he can invite only users that are also added to the project as customers and only are in a specific customer organization he is?
Which permissions are talking about it in jira?
This is Customer permissions in your JSM project to be set to Open and then changing the Customer access settings to allow customers to create accounts and also to check the box that says: Customers can access and send requests from the portal without logging
Beware that this option will be applied to all of your JSM projects which will allow the users with no Atlassian account to send requests and also to add request participants.
