Can't activate JWM

Hi. We are using Jira Service Management and Confluence under one site. User licenced with JSM are also creating Jira Work Management projects. 

Now an user who has no JSM licence wants to create/use a project and we want to licence him with a dedicated Jira Work Management licence (5 $). But I can't activate Jira Work management or give that user that licence. As soon I want to start it on the site I need to start with a new site. When I'm logged in as admin and want to add a new service I can add trello and others, but not Jira Work Management. What am I doing wrong.

If you need to separately manage permissions for users who need to create the projectS in JWM you should have Jira Work Management subscription, otherwise the user should have JSM license of you have not JWM subscription

You could raise the support ticket with Atlassian team to start with JWM trial
