Being an education, with many colleges we have a lot of students. It's very common we will have students with the same name as staff members, this is not generally a problem as it is easy to determine by their email.
Unfortunately, when adding users as reporter or any other field in an issue, you just see the name and people are unable to identify the correct person. This is obviously and security and privacy risk if something is incorrectly assigned or sent to a student.
Is there a way to change this to show the email as well as the user name? Or any other way people can identify which person it is they're selecting?

I don't believe we have a feature at the moment to force the user interface to always show the email address here. But I can see how that could be useful here. You can select users by their email address if you know it.
As for improvements to this, well that depends upon where within Jira you are seeing this behavior. If you are using the forms feature within JSM, then please see the feature request https://jira.atlassian.com/browse/JSDCLOUD-10911
For a broader scope of say Jira Core, Jira Software, and Jira Service Management, then perhaps https://jira.atlassian.com/browse/JRACLOUD-7467 is more appropriate.
In the meantime, it might help if these users were each to visit https://id.atlassian.com/manage-profile/profile-and-visibility and adjust their Public name value seen there. Perhaps adding a middle initial, or altering their user avatars here could be a more helpful way to differentiate the two users better.
