Change Management (RFC) with client approval

I have been struggling with getting my RFC to send an email to an external user.  What I am hoping to have happen (and I am using canned/templated RFC from JIRA) is the client (external user) is sent a copy of the RFC to review and approve and then have it get forwarded to an internal CAB manager or sponsor to approve before being ready to implement...but emails are not being ssent.
