I have recently changed the Request Created customer notifications but its still sending the old contents.
Is there any thing else I need to push/trigger?
I have raised with support and they have guide me on resolving this. Please check the suggestion below,
"Based on your description, it seems that Language Support is enabled for your project and you are receiving the translated notification which is still the default notification and not the project's language. Can you navigate to Project settings > Language support and observe if translations are enabled? Do note that English (US) and English (UK) are treated as 2 different languages."
Thanks for dropping the solution here. Should be useful to others facing similar issues.

Do you mean to say that you edited the content of the Request Created customer notifications email?
If so, do note that this is a Project level setting. Therefore you may want to double check if this was changed in the correct project where this notification is being sent from.

Hello,
Yes, I edited the contents of an existing Request Created Notifications.
Yes. it was done on the correct Project.
How do I restart the instances?

I believe you are using Jira Cloud, in which case, you would not be able to restart you instance. Therefore I would recommend reaching out to the Atlassian through their support portal http://getsupport.atlassian.com/. They should be able to help you figure out what is going on here.
