Hoping someone can assist here, as I have a client who would like to change the format of the JSM Operations email. Is there a template that can be changed, or is it a standard that has to be used?

To my knowledge, customizing the email format in Jira Service Management Operations isn’t natively supported.
Alert emails follow a standard template to ensure compatibility across systems.
However, I think you can use third-party integrations or custom scripts to modify the email content before it’s sent to the client.
