Yes, it is possible to clone the workflow of the incident issue type to the service request issue type
Go to cog > workflows and locate your workflow. Then simply click copy to copy it. This copied workflow will now become inactive and you should associate it with the issue type you want.
however If you want to use the same workflow on a new or another issue type, you can do that as well:
In your project, select Project settings, then select Workflows.
Select Add workflow, then select Add existing.
Find and select the workflow you just created, then select Next.
Select the issue type you want to map the workflow to, then select Finish.

The details of the answer you should have are dependent on what type of project you are using (Jira tells you this at the bottom of the left hand column)
If you are in a Team-managed project, then no. The best you can do is edit the Incident issue type, make a note of its workflow, and then edit the target issue type and change its workflow to match.
In a Company-managed project, then yes, but there are two options there too!
