Is there a way to separate this permission?
Allow anyone to send email (create ticket in service desk)
Do not allow anyone to see "the portal"

Thank you for reaching out to Atlassian Community!
When customers or users are added to a Service Desk project, they will have permission to access the customer portal, and currently, it's not possible to block this.
There is a feature request suggesting the ability to disable the portal:
