This question is about Jira Service Desk (Data Center edition).
We have a handful of non-agent users who need to be able to run JQL queries and create dashboards. I have been unable to find a way to accomplish this without granting these users full agent privileges, which is something that we're trying to avoid.
Is this somehow achievable through permission schemes or some other such mechanism?

JQL and Dashboards are not features of Jira Service Management. However, to query data and manage dashboards, users do need a Jira license.
If you have Jira Software installed in your instance, users should be able to create filters and configure dashboards (even from JSM issues) when they have a Jira Software license and are added to the Service Desk Team role in your JSM project. They would not need an agent license in this scenario, though.
If you only have JSM in your environment (and no other Jira product), then your users would indeed need an agent license to do what you describe.
