I believe the Knowledge Base is available in Jira Service Management without a Confluence license, but as shown in the first image, the “Create Knowledge Base” shown on the right side is the JSM Knowledge Base that can be used without a license, and the “Confluence Page/Whiteboard” shown in the center of the screen as shown in the second image The “Confluence page/whiteboard” that appears in the center of the screen in the second image is not a function of the Knowledge Base, but is linked to Confluence, and requires a license?

Confluence is a product from Atlassian, that you can use to create a knowledge base.
Knowledge base is a store of information or data that is available to draw on.
So you can use Confluence (as a product) to create spaces and these spaces contain your knowledge base.
Then in JSM project, you can link your existing Confluence space to the project or create a new space (which will also create space in Confluence).
To use Confluence, you need a license (it's free up to 10 users). You can find the pricing details here.
