Does a user need a JIRA Software license to access the JSM Portal and report an issue?

Does a user need a JIRA Software license to access the JSM Portal and report an issue? We are currently using JIRA only for projects and not operationally so many users will need to report "production issues" that do not currently have a JIRA software license. 

Would they be able to access the JSM Portal to log an issue if they dont have a JIRA Software license?

Hi @Stephanie M Corby 

To access the portal to submit an issue they do not need to be licensed for Jira Software, just a JSM customer

Hi @Stephanie M Corby The only people that need JSM licenses would be your 'Agents'.  If you have any of your Jira users could be working on the JSM tickets, they can be setup as Collaborators, but they aren't using up a JSM license.  Here's an article on JSM Roles for reference.
