How can 35 subscriptions be completed?

How can 35 subscriptions be completed? 50 is too much for us.

@evs Welcome to the Atlassian Community

You manage your subscriptions.  If you only want 35 users to have access to Jira Service Management then you need to just remove access from the other user accounts in user management.
