For agents (internal users), the language will depend on the language they select on their profiles, so if they select Spanish, for example, the site will be set to Spanish and new notifications will be generated with the language they selected.
For customers, you can add the language on Project settings > Language support, so if a customer selects a language on their profile in the customer portal, they will receive notifications on the desired language. More details on the documentation below:
