How do I set up a specific pie chart in a dashboard?

I am looking for a way to set up such a pie chart  for a dashboard: 

to show the count of tickets per person assigned to the ticket,  and the % ratio

A good alternative to the pie chart would be the Issue Statistics gadget of Jira. This one shows both count and percentages.

Yes, you can use the pie chart dashboard gadget on a project filter like this.
