How to add Description to Select Dropdown Options List

I want to add description to Options of Select Dropdown list in any way like a Banner, a Pop Message, info field etc in Jira Service Desk Customer Portal.

But haven't found any Solution yet for Cloud, apart from using Elements Connect.

Looking for a solution without any 3rd Part Plugin
