I need to reactivate an Instance and JSM licenses

The Atlassian Cloud subscription of one instance is dued, same with licenses of Jira Service Management, a client need to reactivate the site and the licenses but we cannot find the path to do it.

As my rol is Technical I don't manage this part, can someone help me and tell me what to do to reactivate the instance and renew the licenses and add the payment details?

I've tried going to billing details and I could not access, if someone can help I would appreciate.

Based on the image you provided the site is using the Original Billing Experience as described here:

Following the guidance from this post

...your Technical or Billing contacts for the site can go to https://my.atlassian.com and enter payment information for your products. 

If that doesn't enable you to resubscribe and reactivate the site and products then you will need to follow the steps in the above post to open a support case concerning the Account.
