How can I import customers into a JIRA service desk? Is there any limit on number of customers? are they shared between different Service Desks in the same instance?

How can I import customers into a JIRA service desk?
There is no option to import customers, but you can make a list and bulk add them to a project, they can self sign-up or you can add them via REST API.

Is there any limit on number of customers?
No, there are no limits when it comes to customers’ accounts.
On the Standard and Premium plans, you may license up to 10,000 users per product for Confluence, Jira Core, and/or Jira Software. For Jira Service Management Cloud, you may license up to 5,000 Agents. There is no limit on the number of Jira Service Management ‘customers'. On the Cloud Free plan, you may license up to 10 users (Confluence, Jira Core, Jira Software) and 3 agents (Jira Service Management). There is no limit on the number of Jira Service Management 'customers’ on the Cloud Free plan.
Are they shared between different Service Desks in the same instance?
Yes, but only if the customer permissions on the project is set to "Anyone with an account on xxxxx.atlassian.net". You can find this option on Project settings > Customer permissions (Classic) or Project settings > Channels > Customer permissions (Next-gen).
In case the permission is set to "Customers added by agents and admins", customers will have permission only on projects where the agents or admins manually added them.

It's possible to export the list of customers directly via User management.
For these steps, it's required to be a site-admin:
Old experience:
Cog icon > User management > Jira Service Management > Export customers.
New experience:
Cog icon > Products > Select your site under "Sites and products" > Portal customers > Export customers.
